Own business: a company for the transfer of tax and financial statements
Currently, a new service has emerged that eliminates the need for entrepreneurs to send in tax and accounting reports to regulatory authorities. Now it is possible to transmit all reporting via the Internet, but only a specialized operator is authorized to send, which has received permission to carry out such activities. This type of business is relatively simple, has many prospects, although at first it will take a lot of money and effort to open.
Let’s start with the fact that a businessman needs to register as a business entity. In this business, it is advisable to formalize a legal entity – a limited liability company, to which a simplified tax system is available. It involves a transfer to the state of no more than 6% of revenues or 15% of operating profit. Registration of a legal entity is a relatively simple and short-lived process, the size of the state duty is 4,000 rubles, and it rarely takes more than a month to complete the registration. Although in the event of any difficulties, everything can be delayed. An entrepreneur can apply to specialized companies that help with registration, but their services also cost money. On the other hand, a company that deals with the transfer of tax and financial statements often itself helps other entrepreneurs in registration. However, the registration of a legal entity is only the first stage of a difficult journey through a bureaucratic apparatus. In order to be able to engage in legal full-fledged activities, you need to get a few licenses. Let’s stop at this stage in more detail.
The first public institution where you have to turn is the Ministry of Communications. There you must obtain a license to provide telematic services. This is necessary directly in order to have the right to transfer data to the tax via its own communication channel, because it is not safe to transfer all reporting through unprotected connections, and therefore it is prohibited by law. Everything is relatively simple here – it is enough for an entrepreneur to have the necessary equipment and coordination with the tax inspectorate, after which the Ministry of Communications and Mass Communications in most cases issues a license (the equipment itself will be discussed below). The amount of the state fee for registration is 7.5 thousand rubles, it is easier to contact a special office that is engaged in obtaining licenses – the specialists of such a company will be able to help in determining the list of suitable equipment, help in drawing up technical documentation, and their connections with the supervisory authorities will make it possible to quickly all permissions. The cost of services of such an office reaches 10 thousand rubles.
Here the entrepreneur himself decides whether he has all the possibilities to immediately obtain a license, because in case of incorrect documentation or other problems, the registration procedure may be delayed for a long time. It should also be noted that the Ministry of Communications and Mass Media registers the enterprise, issuing it permission to carry out telematic services, but does not verify their legality and the methods used in their work. This responsibility lies with the Federal Security Service, which will have to turn in the next step.
The FSB needs to obtain licenses for the right to provide encryption information services that do not contain state secrets, to distribute encryption tools, to carry out maintenance activities on encryption tools. Obtaining these licenses is the most difficult task and at the same time the most expensive. The size of the state duty is 6 thousand rubles, but in order to obtain a license, you must pass a special examination, which costs 140 thousand rubles. The value may vary depending on the region where the registration takes place and depending on the chosen activity.
But even in this case, it’s quite difficult to get a license yourself, you usually have to contact specialized companies that deal with all the documents from the FSB, prepare the company, that is, solve all the necessary issues – and have connections in government, respectively. The services of such companies cost a lot – about half a million will have to be paid additionally for the work. With all this, the deadline for this task is usually several months, in connection with which you need to rely on the fact that even after registering your company, you will need a period during which you will not be able to work. Summing up, we can say that at the opening it will take about 700 thousand rubles only for registration and registration. And 5-6 months time.
